The Challenge

A cross-departmental problem needed a cross-departmental operating model.

Graffiti and quality-of-life concerns did not belong neatly to one department. Enforcement, cleanup, reporting, public safety, community participation and follow-through crossed organizational boundaries. The challenge was not simply removing graffiti; it was creating a clearer way to identify issues, route responsibility and coordinate response.

Leadership Context

Technology became the connective tissue.

As Administrative Analyst for the City of Perth Amboy, Joel Rosa worked with municipal departments and the City's Spatial Data Logic team as the City expanded use of SDL. The Anti-Graffiti and Vandalism Taskforce brought together 15 members across Police, Code Enforcement, Economic and Community Development, Human Services, Public Works, the Business Improvement District and community volunteers.

The City's public account specifically quotes Rosa explaining how SDL was used to direct and record job-related functions, while GIS mapping pinpointed graffiti locations and mobile applications expanded reporting capability.

In the City's 2022 State of the City address, Mayor Helmin Caba thanked Code Enforcement Director Irving Lozada and Administrative Analyst Joel Rosa for coordinating efforts with the SDL team and City staff as Perth Amboy expanded SDL training, inspections, violations processing, constituent concerns and online services.

The City's Anti-Graffiti announcement also directed requests for additional information about the initiative to Rosa, reinforcing his operational role in the effort.

What I Took From the Experience

Technology creates value when it makes responsibility clearer and action easier.

The most useful part of the initiative was not simply the software. It was connecting reporting, location data, departmental responsibility, field response and follow-through into a more coherent operating process. Digital transformation works when the technology supports how people actually need to work.
