Reimagining a 1903 Carnegie library while navigating preservation, funding, governance, procurement, technology and twenty-first-century public service.

The Perth Amboy Free Public Library is a 1903 Carnegie library serving a modern community from a building created for another era. Renovation required more than construction: accessibility, historic preservation, learning spaces, technology, archives, funding, architectural planning, public governance and ongoing library operations all had to move together.


As Library Director, Joel Rosa's role extends beyond the physical renovation. The transformation requires coordination among the autonomous Library Board, municipal administration, elected officials, architects, historic-preservation stakeholders, funding agencies, staff, vendors and community members.
Public records show Rosa speaking about the renovation as early as the 2022 federal funding announcement, when he described restoring areas closed to the public for decades, creating flexible reading spaces and expanding access. By 2024, the Library Board had engaged a historic-architecture team to develop a master plan and was preparing community focus groups to shape the vision.

The historic designation was not an individual accomplishment. Library Director Joel Rosa has publicly credited the late Renee Olivia Skelton for urging the newly appointed Library Board to authorize the Historic Preservation Commission to pursue state historic registration. The Board unanimously supported the recommendation; the designation followed in November 2024 and created eligibility for the Historic Trust grant.
