Perth Amboy's industrial history created strategically located properties with environmental constraints, aging infrastructure and significant unrealized economic potential. Unlocking those sites required more than development approvals: redevelopment planning had to intersect with remediation, transportation, infrastructure, resilience, private investment and public priorities.


Through service with the Perth Amboy Redevelopment Agency, including as Chairman, and through municipal government, Joel Rosa worked in a multidisciplinary environment involving municipal leadership, developers, planners, engineers, environmental professionals, attorneys, state agencies and community stakeholders.

The work reinforced the importance of seeing redevelopment not as a single transaction, but as a system of interconnected public and private decisions.
2025 outcome: Bridge Industrial opened the 1.24 million-square-foot BridgePort II campus on 73 remediated acres and acquired the 44-acre Gateway parcel, where plans include a 471,000-square-foot warehouse, remediation, waterfront park space and pad-ready sites for future mixed-use development.
